Tripoli's latest 'rule' is that a certification attempt that recovers safely counts as a success even if the flight doesn't go as planned. It will be interesting to see if NASA agrees with that mentality.

NAR already had that rule in place. Remember landing in the designated launch field is a Safe recovery. Landing outside of it is not safe, even if it didn't hurt anything or anyone.
