CAD Software Pershing II nose Cone

I started playing with the Pershing II OpenScad file on Thingverse. I see the tube size adjustment in the parameters, but it doesn't scale the whole cone. What am I missing? I would like to scale it up to fit 2.6 or 4 inch body tube.
